I think that quote was more with regards to diverse casting than recruitment, although a lack of properly “diverse” applicants seems to have forced the casting department to rely more on recruiting to round out each cast. [2]

For example survivor is popular, and popular is often the newness of something, so they know in advance a show has a limited lifespan, before the costs to run it are greater than the fan base advertizing revenues. [2]
