By law, Google is required to report layoffs publicly and with the SEC however, Google has managed to get around the legal requirement. [2]
Google reports to the SEC that it has 20,123 employees but in reality it has 30,000. [3]
The reorg comes as AT&T tries to adjust to the realities of the credit crunch, a diminishing access line and DSL business, and increased headcount caused by two large mergers in the last three years. [1]
Since August, hundreds of employees have been laid off and there are reports that about 500 of them were recruiters for Google. [2]

AT&T’s move to reorganize itself into four business units is likely a precursor to layoffs, according to sources within the company who asked not to be named. [...] Ralph de la Vega, currently the CEO of AT&T’s wireless business, will head up the consumer business, which will contain wireless, broadband and video services.
